چکیده

زمینه و هدف: تضمین پایداری کمی و کیفی آب آشامیدنی در سیستم های آبرسانی یکی از ارکان اساسی برنامه های مدیریت کیفیت آب می باشد. برنامه ایمنی آب رویکردی نظام مند بوده که با تاکید بر پیشگیری از آلودگی آب از حوزه آبریز تا نقطه مصرف، تضمین کننده تأمین مداوم آب سالم برای مصرف کنندگان می باشد.
موادو روش ها: در این مطالعه از نرم افزار WSP-QA TOO به عنوان یک راهنما به منظور ارزیابی وضعیت ایمنی و شناسایی نقاط آسیب پذیر سیستم آبرسانی شهر تربت جام استفاده گردید. به این منظور اطلاعات ضروری هم راستا با رویکرد WSP، با استفاده از مستندات موجود در شرکت آب و فاضلاب و سازمان های مربوطه و مصاحبه با کارشناسان این سازمان ها تکمیل و آنالیز آنها توسط نرم افزار در محیط اکسل صورت گرفت.
یافته ها: نتایج حاصل از این مطالعه نشان داد که با کسب 159 امتیاز از مجموع امتیازات بررسی شده، تنها 14/36% مطابقت بین رویکرد موجود در سیستم آبرسانی شهر تربت جام با رویکرد ارائه شده توسط سازمان جهانی بهداشت وجود دارد. که در این میان، مرحله دستورالعمل های مدیریتی با 67/66 %، بیشترین و تشکیل گروه WSP با 10 % کمترین میزان اجرای هماهنگ با برنامه را به خود اختصاص داده است.
نتیجه گیری: به دلیل کارایی ناکافی رویکرد مرسوم کنترل کیفیت آب که به جای پیشگیری از ایجاد آلودگی تنها به تشخیص آن می پردازد، پتانسیل ایجاد آلودگی های مختلف در سامانه آبرسانی به خصوص از طریق نقاط آسیب پذیر سیستم وجود دارد. بنابراین برنامه ریزی به منظور اجراء و توسعه برنامه ایمنی آب به عنوان یک روش اساسی برای رسیدن به هدف سلامت آب می باشد.

چکیده [English]

Background and purpose: One of the fundamental factors of water quality management plan is being guaranteed the qualitative and quantitative stability of fresh water in water supply systems. Water safety plan is a systematic approach that guarantees the constant supply of drinking water emphasizing the prevention of water pollution from catchment to the consumer.
Material and methods: WSP-QA TOOL is employed as an instruction in order to assess the safety circumstance and identify vulnerability of water supply system in Torbat Jam; so that the necessary information aligned with WSP approach was provided based on current evidence of water and waste water company and related organization and interviewing experts and then it was analyzed in Excel.
Results: The results of this study showed that by obtaining 159 scores of the total score evaluated, only 36.14% of the accordance between the approach in Torbat Jam city water supply system and the approach proposed by the World Health Organization. Among this, the management procedures with 66.67% and the formation of the WSP team with the 10%, has dedicated the highest and lowest amount of the coincided implementation with the plan, respectively.
Conclusion: Because of the inadequacy of the conventional water quality control approach, which instead of preventing contamination only detects it, has the potential to cause various contamination in the water supply system, especially through vulnerable system. Therefore, planning to implement and develop a water safety plan as a basic method for reaching the goal of water health.
